Transport Allowance (TPTA) is a compensatory allowance paid to Central Government employees to meet the cost of daily commuting between residence and office. The rate depends on the employee's 7th CPC Pay Matrix Level and the classification of the city of posting, and the final payout moves up with the Dearness Allowance (DA).

This guide explains the pay level-wise and city-wise TPTA rates, how to calculate the monthly amount, the special provisions for employees with benchmark disabilities (Divyang), Composite Transfer Grant (CTG) and the conditions under which the allowance is stopped. The provisions are based on Ministry of Finance (Department of Expenditure) orders.

1. Transport Allowance Rates 2026: Pay Level-wise and City-wise

Transport Allowance is structured according to the 7th CPC Pay Matrix Levels and is split by the classification of the posting city. The table below gives the base rates per month. DA at the applicable rate is paid on top of these amounts.

7th CPC Pay Matrix LevelTPTA Cities (per month)Other Places (per month)
Level 9 and above₹7,200 + applicable DA₹3,600 + applicable DA
Level 3 to Level 8₹3,600 + applicable DA₹1,800 + applicable DA
Level 1 and 2 (basic pay ₹24,200 and above)₹3,600 + applicable DA₹1,800 + applicable DA
Level 1 and 2 (basic pay below ₹24,200)₹1,350 + applicable DA₹900 + applicable DA

Quick tip: The higher rate applies only if your place of posting is a notified TPTA city. For all other locations, the standard (lower) rate applies.

2. TPTA Cities vs Other Places

TPTA Cities (Higher Rates)

Major metropolitan centres and Urban Agglomerations (UAs) specified by the government, such as Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Pune, Kolkata, Ahmedabad and others.

Other Places (Standard Rates)

All other towns, cities and rural work locations not covered in the notified TPTA list.

DA Scaling

The total payout rises with the prevailing Dearness Allowance percentage, since DA is added to the base rate.

Employees should check the official government list of TPTA cities and UAs to confirm whether their place of posting qualifies for the higher rate.

3. How to Calculate Transport Allowance with DA

The monthly Transport Allowance is the base allowance plus DA calculated on that base amount:

Monthly TPTA = Base Rate + (Base Rate × DA %)

Example: Level 7 employee in a TPTA city

Suppose a Level 7 employee is posted in a TPTA city. The base rate is ₹3,600 and the DA rate is taken as 60%.

Base TPTA₹3,600
DA @ 60%₹2,160
Monthly TPTA₹5,760

Illustrative payout at 60% DA

Pay LevelTPTA CityOther Places
Level 9 and above₹11,520₹5,760
Level 3 to 8 (and Level 1-2 with basic pay ₹24,200+)₹5,760₹2,880
Level 1-2 (basic pay below ₹24,200)₹2,160₹1,440

Note: The 60% DA is used only as an example. Please apply the DA rate that is in force for the month in which you are calculating.

4. Objective of Transport Allowance

  • Compensatory support: It is designed under Fundamental Rule 44 to offset the financial impact of daily commuting between residence and workplace.
  • Tour and transfer coverage: Travel allowance rules ensure full or partial reimbursement of transit expenses, hotel costs and daily allowance when personnel move across stations for official duty.

5. Transport Allowance for Divyang (PH) Employees

Under the compendium of instructions issued by the Ministry of Finance (Department of Expenditure), special provisions are available to ease commuting for employees with benchmark disabilities.

Double the Normal Rate

Eligible employees are entitled to Transport Allowance at double the normal rates, subject to a minimum of ₹2,250 + applicable DA per month.

No Distance Clause

Double TA is admissible irrespective of whether the employee lives in campus housing near the workplace or within a 1 km radius of the office.

Tax Exemption

Under Section 10(14) of the Income Tax Act, specially-abled employees get an exemption on transport allowance up to ₹3,200 per month.

Disabilities covered

As per the Rights of Persons with Disabilities (RPwD) Act, the covered categories include:

  • Blindness or Low Vision
  • Locomotor Disability, including Cerebral Palsy, Leprosy cured, Dwarfism, Acid Attack victims and Muscular Dystrophy
  • Deaf and Hard of Hearing, and Spinal Cord Injuries

Example: If the applicable DA is 60%, the minimum Divyang transport allowance of ₹2,250 + DA works out to ₹2,250 + ₹1,350 = ₹3,600 per month.

Eligibility is subject to the benchmark disability certification and the conditions in the Department of Expenditure orders. Employees should confirm details with their DDO or Accounts office.

6. Travel Entitlement and Composite Transfer Grant (CTG)

Entitled classes on official tours

Travel reimbursement on official tours mirrors the entitlement linked to the employee's Pay Level. For example, AC train classes and air travel eligibility apply to senior levels as per the rules.

Composite Transfer Grant (CTG)

Type of TransferCTG Rate
Standard transfers beyond 20 km80% of basic pay
Island territories (Andaman & Nicobar and Lakshadweep)100% of basic pay

7. When Is Transport Allowance Not Admissible? (Stoppage Rules)

Transport and travelling allowances are suspended or withheld in situations where commuting expenses are not incurred:

  • Full calendar month absence: No allowance is paid if the employee is on continuous leave, training or official tour spanning an entire calendar month.
  • Suspension and foreign deputation: Periods spent entirely under suspension or on deputation abroad forfeit the monthly transport allowance for that duration.
  • Official vehicle facility: Officers in higher pay brackets (Level 14 and above) who are provided an official staff car choose between the vehicle facility or a designated fixed vehicle allowance, which is managed separately from the standard TPTA grid.
