Government Clarifies Policy on Spousal Transfer for Employees in Rajya Sabha
New Delhi, December 18, 2025:
The Government of India has clarified that guidelines already exist for the posting of husband and wife at the same station for government employees, including those working in Central and State Governments as well as Public Sector Undertakings (PSUs).
The clarification came in response to Rajya Sabha Unstarred Question No. 2198, raised by Prof. Manoj Kumar Jha, seeking details on whether the Department of Personnel and Training (DoPT) permits spousal transfers, especially for employees of autonomous bodies working under the same Ministry.
Replying on behalf of the Government, Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions, informed the House that the Government has issued general guidelines to all Ministries and Departments to facilitate the posting of spouses at the same station, wherever administratively feasible.
However, the Minister also clarified that no centralized data is maintained regarding the number of spousal transfer cases approved each year. The responsibility for implementing and managing such transfers rests with the respective Ministries and Departments, as per their internal transfer policies and administrative requirements.
The issue of spousal posting has long been a matter of concern among government employees, as it directly affects family life, work-life balance, and employee well-being. While the Government’s response reaffirms policy support for spousal posting, the decentralized nature of implementation means that decisions may vary across departments.
Employees seeking spousal transfers are advised to approach their respective cadre-controlling authorities, as approvals depend on factors such as vacancy position, administrative convenience, and applicable service rules.
The clarification is expected to bring greater awareness among government employees about the existing provisions related to spousal transfers, even as demands continue for more uniform implementation across departments.
