What is GPRA Licence Fee?

Central Government employees allotted government residential accommodation must pay a monthly licence fee for occupying the quarter. This is different from market rent — the Government fixes a standard flat rate based on accommodation type.

The licence fee is normally recovered directly from the employee's salary. The revised 2026 rates mean employees occupying eligible government quarters will see a higher monthly deduction from July 2026 onwards.

Why Was the Licence Fee Revised?

The revision has been made under Rule 74 of the Central Government General Pool Residential Accommodation Rules, 2017. The Government periodically revises GPRA flat rates — the previous revision was effective from July 2023, while the current one takes effect from July 2026. The Integrated Finance Wing of MoHUA concurred with the revision on 7 July 2026.

  1. Check your allotment letter for accommodation type (I to VIII).
  2. Identify the applicable living-area category.
  3. Match your type with the revised July 2026 table above.
  4. Verify the licence-fee deduction in your salary slip.
  5. If you have an independently allotted garage or servant quarter, check those charges separately.
  6. Contact your Administration/Accounts/Estate section if the deduction doesn't match.

Licence Fee vs HRA — Important Difference

Employees occupying government accommodation generally do not receive HRA for the period governed by applicable accommodation/HRA rules. The licence fee is simply the amount payable for occupying government accommodation — it is not an increase in HRA, but a revision of the amount recovered for government residential accommodation.
