What Is a CSD Smart Card?

The CSD Smart Card is an identity card for defence personnel, veterans, war widows and eligible dependants. It gives access to Canteen Stores Department outlets across India, which sell subsidised goods such as groceries, household items, electronics and vehicles. The card is the key to these entitlements and is issued through the Canteen Stores Department.

Who Can Apply?

  • Serving defence personnel: active members of the Army, Navy, Air Force, Coast Guard, Assam Rifles and other recognised defence organisations.
  • Ex-servicemen (ESM): retired personnel with at least five years of service, or those medically discharged with a pension, as per Army Order AO 32/84.
  • Widows of defence personnel: spouses of deceased service members who remain eligible for continued benefits.
  • Dependants: spouses, children or parents, as defined by CSD guidelines. For example, unmarried daughters or sons up to age 25, or until they are employed.
  • Other eligible groups: personnel from certain defence-related organisations, such as DRDO and MES, as approved by CSD.

Each category has its own document requirements, so check the category that matches your status before you start.

Who Must Apply Offline?

Not every applicant can use the online route. The following groups are generally required to apply through a physical form at a canteen:

  • All first-time and new applicants.
  • Applicants without a PAN card.
  • ESM with service below five years.
  • Marital discord cases.
  • BRO/GREF serving personnel.
  • Serving defence civilians on deputation.
  • Serving and retired defence civilians of the Directorate of Ordinance and of the NCC.
  • Veer Naris and next of kin of battle casualties (fatal).
  • Differently abled dependent children.

Good to know

  • Validity: annual renewals ended on 1 January 2023. Cards are now valid for 10 years, with the expiry date printed on the card.
  • Lost card: a replacement attracts a penalty fee, so keep the card safe. Apply online where your category allows it.
  • Card number: if you have lost the card, the card number can often be found on a canteen bill.
  • Portal issues: payment or rank-related errors on the portal are reported by some users. Keep screenshots and the acknowledgment number, and approach your nearest unit canteen if the problem continues.

Common Problems and How to Avoid Them

  • Wrong category: choosing the wrong entitlement category can lead to rejection. Match it to your current status and attach the correct appendix or PPO.
  • Oversized files: photos above 150 KB or signatures above 20 KB are typically rejected. Compress them before uploading.
  • Mismatched details: name, rank, service number and PAN must match your records. Fix any record-office corrections before applying.
  • Missing dependant details: dependants need their own photos, signatures and forms.
